If one is interested in a continuation programme for a group of referees, we would advise to start with a FIBA 3x3 Officiating Basics Webinar first and then follow up with the same group after doing 1 or 2 tournaments with a FIBA 3x3 Officiating Webinar.
Also, complimentary materials are available here: https://fiba3x3.com/en/documents.html#referees
As for FIBA 3x3 Referee Licenses the pathway leads through official FIBA 3x3 Referee Courses
(see here: https://fiba3x3.com/docs/fiba-3x3-referee-handbook.pdf).
However, slots in these Courses are on high demand and therefore a regular activity of FIBA-endorsed 3x3 events in a country is a prerequisite to obtain an invitation.
